Applications for commercial plan and as-built reviews are now completely on-line! With EPLAN submittal via Accela Citizen Access, applicants can create a user account, login to the system, and create a new on-line application for a commercial site plan review. The paper copy of the application is no longer used. Please note, for projects that involve one acre or more of grading or land clearing you will need to upload a completed Financial Responsibility Form(PDF, 161KB) along with your PDF plans.

All fees need to be paid at the time of initial submittal of plans to the City of Charlotte's Land Development Office. Fees vary according to project type and required reviews – see the Land Development User Fee Schedule below. This fee schedule is updated annually as necessary by LD Administration staff.
Occasionally, additional fees may need to be assessed at the time of plan approval. The owner and design professional will receive notification via phone and/or e-mail advising of the outstanding fees due upon pick-up of the approved plans. If plans are not obtained and any remaining balance is not paid by 30 days after contact by the City of Charlotte staff, the account will be sent to the City of Charlotte's collection department.
Acceptable payment methods are cash, check (payable to the "City of Charlotte"), or an established Mecklenburg County account. The owner is responsible for all outstanding fee payments. User Fee Schedule
