Plan review applications must be submitted online through Accela Citizen Access (ACA).
To apply, create an ACA account (if you do not already have one), sign in, and submit a new application. All required plans and supporting documents must be uploaded electronically as part of the application. Paper applications are not accepted.
Projects involving one acre or more of grading or land disturbance must include a completed Financial Responsibility Form with the application and plan submittal.
Some projects require a specialized application or review process.
Applicable review fees are assessed during the application process. Plan review will not begin until the application has successfully completed Gateway Review and all required fees have been paid.
Review fees vary based on the project type and required reviews. Refer to the User Fee Schedule webpage for a complete list of fee schedules.
Additional fees may be assessed during the review process or before plan approval, if applicable. Applicants will be notified through Accela or by City staff if additional payment is required before plans can be released.
Payment may be made by check (payable to the City of Charlotte) or online via credit card (Visa or MasterCard).
