Stephanie C Kelly City Clerk The city clerk provides services that connect residents to their government and maintains a recorded history of government actions. As the city clerk for the City of Charlotte, Stephanie C. Kelly is one of the three employees appointed by the mayor and City Council.

Kelly joined the City of Charlotte in 2004 as deputy city clerk after 20 years of local government experience in her hometown of Shelby. Her appointment as city clerk became effective Dec. 1, 2008.

Kelly has been a member of the North Carolina Association of Municipal Clerks (NCAMC) since 1995. In 2012, she was among the first class of 106 North Carolina clerks to receive the new designation of North Carolina Certified Municipal Clerk (NCCMC) through the UNC School of Government and the NCAMC. She served on the NCAMC executive board from 2012 to 2016. She served as president of the statewide organization for the 2014-2015 term of office.

Kelly has also been a member of the International Institute of Municipal Clerks (IIMC) since 1996, an organization with over 9,500 members representing municipalities in the United States and 15 other countries. She served on the board of directors from 2007 to 2010 and 2016 to present. She served as president of the IIMC from 2018 to 2019 and is currently serving as immediate past president.

Kelly has a bachelor's degree in communications from UNC-Greensboro and a master's in business administration from Gardner-Webb University. She has also completed the municipal administration course at the UNC-Chapel Hill School of Government.
