The City of Charlotte has launched the Skilled to Build initiative to prepare small businesses and talent for the opportunities emerging from the city's transportation and mobility investments.

In November 2025, Mecklenburg County voters approved a 1-cent countywide sales tax to fund transit and transportation improvements included in the city's Mobility+ initiative.

But Mobility+ goes beyond infrastructure – it's about building opportunities.

Part of the City's Strategic Mobility Plan, designed to provide reliable, integrated transportation that connects people to jobs, housing, schools and services.

The Skilled to Build focus areas include:

Small Business Readiness

This program is designed to help local small businesses gain the skills, technical support and resources they need to compete for upcoming city-led mobility and infrastructure contracts. The program is expected to launch in fall 2026 with grants provided for organizations to deliver technical assistance and tools to support businesses in their success. Charlotte Economic Development will collaborate closely with its network of resource partners to deliver the programs and assistance.

Workforce Development

Offering grants to develop a skilled workforce for transportation projects and connecting employers to talent, training, apprenticeships and upskilling opportunities.

Business Engagement

Providing Small Business Certification, technical guidance and outreach, and access to resources so businesses can compete for city procurement opportunities.

Current Status

The city is currently reviewing proposals submitted by organizations and businesses to design a comprehensive training program. The selected entity will also be responsible for training the city-selected program facilitators, ensuring uniform delivery of curriculum.
