Project Overview

This project will upgrade Shamrock Drive from approximately Florida Avenue to Flamingo Avenue to create a “complete street” to better serve bicyclists, pedestrians, motorists and adjacent neighborhoods and businesses. The project will include turn lanes, sidewalks, bike lanes and crossings to help create a better bike/pedestrian connection between Eastway Drive and The Plaza and, eventually, to NoDa (North Davidson area) and the LYNX Blue Line. 

The project team will be working with the Arts and Science Council and area residents to determine what art will be constructed and where it will be located along the project corridor. 

Charlotte Mecklenburg Storm Water Services is partnering with the Capital Investment Plan and will fund improvements to the storm drainage infrastructure along Shamrock Drive to eliminate flooding to residential properties and the Country Club Golf Course.

Project Background

Shamrock Drive is a one-mile corridor east of Uptown that serves as both a neighborhood street and an important east-west route between The Plaza and Eastway Drive. The corridor’s existing design creates safety challenges for people walking, biking and driving. It will tie into the Eastway Drive and Shamrock Drive Intersection project, which will be coordinated to avoid gaps or unnecessary overlap. 

Shamrock Drive also serves CATS Route 23 and provides access to nearby destinations including Shamrock Gardens Elementary School and Garinger High School. The project will also support a future connection to Briar Creek Greenway. 

Project Goals

The project aims to increase safety for people walking, bicycling, and driving in the area while expanding transportation options for residents and businesses.  

Anticipated outcomes support the city’s Strategic Mobility Plan (SMP) goals by delivering improvements that are:

  • Safe: Improved safety through expanded sidewalks, lighting and visibility
  • Connected: Improved connectivity between neighborhoods, schools, transit and trails for all users
  • Equitable: Expanded access to schools, transit and future greenway connections
  • Sustainable: Support for mode shift through expanded walking and biking facilities 
  • Prosperous: Improved corridor capacity, reliability and access to area businesses
  • Innovative: Corridor upgrades that support long-term multimodal performance

Project Scope/Improvements

The project will maintain vehicle capacity while improving safety and access for people walking, biking and driving. Improvements will include redesigned intersections and crossings, buffered bike lanes, continuous sidewalks, ADA upgrades, lighting and stormwater improvements. 

Improvements include: 

  • Intersection improvements 
  • One mile of bike lanes 
  • Two miles of continuous sidewalk 
  • Nine pedestrian refuges 
  • ADA curb ramp upgrades 
  • Lighting and visibility improvements 
  • Improved stormwater infrastructure to eliminate flooding

Community Engagement

The project team will inform residents of project milestones and any engagement activities through email, postcards and social media. The following public meetings are scheduled or have taken place:
