Program overview

The Central/Albemarle/Shamrock CNIP area includes neighborhoods to the east of Uptown, from Eastway Drive at The Plaza, to Central Avenue, and out along Albemarle Road. The project is collaborative in nature and brings city departments, as well as private investment, together to focus on strategic planning and project development to create impactful change for the surrounding communities. CNIP projects are funded through Neighborhood Improvement Bonds.

In November 2014, voters approved $20 million for the Comprehensive Neighborhood Improvement Program (CNIP). The Central/Kilborne/Norland intersection & roadway upgrade project was selected as one of the projects to move forward under the Central/Albemarle/Shamrock CNIP. This project is one portion of the Old Potter Road Trail that was presented during the CNIP pre-planning phase. Project limits are from approximately Elkin Lane to Roanoke Avenue.

This is the central neighborhood node connecting the two sides of the Old Potter Road (as well as a neighborhood retail node along the CityLYNX Gold Line). The project would include pedestrian and bicycle improvements at the intersection (and approaches) and an upgrade to the historical public space near the intersection to create community identity.  

Mecklenburg County Park and Recreation is nearing construction of a new parking area, entrance and trail improvements to the Evergreen Nature Preserve off of Norland Road. The complete street upgrade between Central and the nature preserve would include sidewalks, bike lanes (or other facilities) and wayfinding.

Project goals

  • To create a safer pedestrian and bicycle connection between the Evergreen Nature Preserve and Kilborne Park and, ultimately, to the future Briar Creek Greenway on Eastway Drive.

  • To maintain, stabilize and revitalize the neighborhood through comprehensive infrastructure improvements

  • To strengthen the neighborhood and surrounding community

Public involvement

Community engagement activities will occur throughout the project’s duration to keep those interested in the project informed and provide opportunities for the public to share ideas, opinions and concerns. Public meetings have taken place on the following dates:

The Kilborne Drive streetscape project was selected as one of the projects to move forward under the Central/Albemarle/Shamrock CNIP. This project is one portion of the Old Potter Road Trail that was presented during the CNIP pre-planning phase. Project limits are from Eastway Drive to Havenwood Road. With additional improvements to create a more complete street, Kilborne will provide a critical connection between Central and Eastway, allowing better access to Kilborne Park and future access to the planned Briar Creek Greenway, where it will cross Eastway. The intent of the improvements will be to, where possible, construct new sidewalk, provide better pedestrian crossings, traffic calming, streetscape and landscaping.

Public involvement

A public meeting was held on Thursday, June 23, 2016 to kick off the design phase. Approximately 35 to 45 people attended. Attendees filled out a survey to get information on how they currently walk, bike, drive and use public transit in the area, as well as preferred locations for a crosswalk, bus stops, on-street parking and suggestions on improving the area. Staff led two walking tours of the area to solicit further input and explain the project's goals.
Another public meeting took place on April 16, 2017 to review the proposed design concept and solicit feedback.

Project Overview

In November 2014, voters approved $20 million for the Comprehensive Neighborhood Improvement Programs (CNIP).  The Shamrock Drive complete street upgrade project was selected as one of the projects to move forward under the Central/Albemarle/Shamrock CNIP.  

This project will upgrade Shamrock Drive from approximately Newell Avenue to Flamingo Avenue to create a “complete street” to better serve bicyclists, pedestrians, motorists and adjacent neighborhoods and businesses. The project will include turn lanes, sidewalks, bike lanes and crossings to help create a better bike/pedestrian connection between Eastway Drive and The Plaza and, eventually, to NoDa (North Davidson area) and the CATS Blue Line.

Area neighborhoods were awarded a Public Art Grant; therefore, the project team will be working with the Arts and Science Council and area residents to determine what art will be constructed and where it will be located along the project corridor.

Charlotte Mecklenburg Storm Water Services is partnering with the Community Investment Plan and will fund improvements to the storm drainage infrastructure along Shamrock Drive. Visit Charlotte-Mecklenburg Storm Water Services for more information.

A series of neighborhood meetings, public meetings and stakeholder interviews were held during the pre-planning phase for the Central/Albemarle/Shamrock CNIP, as well as during the planning phase for the Beckwith/Meadow project. Program Updates

Central/Kilborne/Norland Pedestrian Improvements (March 29, 2023) - The project has been placed on temporary hold due to recent inflation. The project team will review the overall project scope and budget to determine what improvements can be constructed. Utility relocation is currently in progress.


Shamrock Drive Complete Street (March 27, 2023) - The Shamrock Drive popup dog park will be removed this spring. The temporary dog park was opened in the summer of 2019 as a short-term amenity in advance of the Shamrock Drive Complete Street and Shamrock Drive Storm Drainage Improvement Project. As the projects move closer to the Utility Relocation Phase, it is time to remove the dog park in advance of this work. Storm Water Services will be constructing a stormwater control measure in this location to capture, clean and slowly release rainwater. Construction expected to start in mid-2024.


Kilborne Drive Streetscape (July 21, 2022) - Construction is approximately 20% complete and is expected to be completed by the end of September 2023. Please use extra caution when traveling through the corridor to ensure the safety of construction staff.
