Project Overview

This project is intended to upgrade Rocky River Road West between North Tryon Street and Rockland Drive/Toby Creek, with the goal of providing a modern, complete street that includes upgraded vehicle, pedestrian and bicycle facilities. When complete, this project will provide additional turn lanes for vehicles and connect pedestrians and cyclists to light rail facilities, Mecklenburg County's Toby Creek Greenway and Charlotte's Cross Charlotte Trail, as well as the ongoing improvements in the Autumnwood neighborhood.

Project Goals

  • To provide upgraded sidewalks, pedestrian refuges, bike lanes, planting strips, street lighting and street trees to achieve USDG guidelines

  • To create pedestrian and bicycle connectivity from the Autumnwood neighborhood to CATS facilities along North Tryon Street such as the LYNX Blue Line University City Boulevard Station and CATS bus stop. Additionally, the project creates pedestrian and bicycle connectivity from North Tryon Street to the Toby Creek Greenway/Cross Charlotte Trail

  • To realign the existing roadway centerline to improve several sharp horizontal curves and limited sight distance conditions and also provide needed turning lanes for commercial, institutional and residential developments

  • To help encourage students to walk or ride their bicycles to the recently-constructed Newell Elementary School

  • To create enhanced pedestrian crossing opportunities by the use of mid-block crossings within the median of Rocky River Road West

  • To provide needed infrastructure for recent development, as well as to better accommodate future development and encourage transit-supportive development along Rocky River Road West

  • To minimize project impacts to adjoining property owners and the creek adjacent to Rocky River Road West near Batavia Lane
