Charlotte Adopts 14 Charlotte Future 2040 Community Area Plans

The Charlotte City Council has voted to adopt seven and amend seven Charlotte Future 2040 Community Area Plans, marking a significant milestone in the implementation of the Charlotte Future 2040 Comprehensive Plan. 

This multi-year planning effort, led by the City of Charlotte’s Planning, Design & Development Department, engaged residents and stakeholders from across the city to help shape strategies for land use, transportation, infrastructure, community amenities and public services. The adopted plans provide a unified and comprehensive framework to guide Charlotte’s growth and development for years to come. 
 
“Community Area Plans bring the vision of the 2040 Comprehensive Plan to life at the local level,” said Planning Director Monica Holmes. “Through collaboration with residents and community partners, these plans reflect the unique character of each area while identifying clear strategies to support thoughtful, equitable growth.” 
 
Citywide Planning Framework 
The Community Area Plans divide Charlotte into 14 geographic areas that together cover the entire city and are supported by a Revised Policy Map. Each plan outlines tailored recommendations that respond to the needs, priorities and opportunities within its geography. 
 
The 14 adopted Community Area Plans include: 
  • East Inner 
  • East Middle & Outer 
  • North Inner 
  • North Middle & Outer 
  • Northeast Inner 
  • Northeast Middle & Outer 
  • South Inner 
  • South Middle 
  • South Outer 
  • Southwest Middle
  • Southwest Outer 
  • West Inner 
  • West Middle 
  • West Outer 
Each plan provides: 
  • Identification of key needs and priorities within the area 
  • Recommended development patterns and land use strategies 
  • Guidance on public and private investments needed to support future growth 
Together, these plans serve as an essential policy framework to ensure that development across Charlotte aligns with the goals of the Charlotte Future 2040 Comprehensive Plan. 
 
Community-Driven Process 
Community input was central to the development of the Community Area Plans. Residents participated in meetings, workshops, public hearings and virtual engagement opportunities to share feedback and help shape the recommendations. This input was carefully reviewed and incorporated to ensure the plans reflect the needs and aspirations of Charlotte’s diverse communities. 
 
With the adoption of all 14 Community Area Plans, Charlotte strengthens its commitment to coordinated, sustainable growth and the creation of vibrant, inclusive neighborhoods. These plans will guide future decisions on land use, infrastructure and investment, helping ensure Charlotte remains a dynamic and livable city for current and future residents.
