Overview

The Magnolia/Winthrop Storm Drainage Improvement Project will reduce street and structure flooding throughout the neighborhood. Located within a drainage area of approximately 30 acres, the project will replace aging infrastructure and provide adequate system capacity. The project area is bordered by Magnolia Avenue to the north, Ideal Way to the south, Dairy Branch to the east and Iverson Way to the west.

Project Updates

February 2026

Charlotte-Mecklenburg Storm Water Services will begin construction soon. On January 12, City Council awarded the construction contract to Greenwater Development LLC. Construction is scheduled to start in mid-2026 and is anticipated to take 12 months.

Before construction begins, these activities may be underway: locating, flagging, marking and relocating utilities.

During the project road closures are planned for portions of Ideal Lane, Springdale Road, Winthrop Avenue, Diana Drive, Dorothy Drive and Meacham Street. A mailer will be sent in advance with the anticipated road closure date and length.

                   

Estimated Cost: $4,600,000*

*includes all costs associated with this project such as planning and design, utility relocation, consultant fees, permits, construction, and landscaping.
