Eastway Drive and Shamrock Drive Intersection

Project Overview

Eastway Drive and Shamrock Drive is a key gateway in east Charlotte, where two major streets meet at a busy, five-legged intersection. This project will make it safer and easier to get through, whether you walk, bike, ride the bus or drive. A new quadrant road, the first in Charlotte, will move left turns and U-turns away from the main intersection to reduce crashes. New sidewalks, bike lanes, shared-use paths and crosswalks will connect people to residences, schools, businesses, transit and nearby parks. The project is being delivered with the Shamrock Drive Complete Street project as one connected corridor.

Project type: Intersection
Total budget: $59.5 million*
Current phase: Real estate acquisition (design completed June 2026)
Council districts: 1 and 5
Strategic Investment Area: Plaza-Shamrock
Partners: NCDOT, CRTPO
Program: Big Moves 2030

* Includes all costs associated with the project such as planning and design, acquiring the right-of-way, utility relocation, consultant fees, construction, signalization, permits and landscaping.

Why it Matters

Goals

Anticipated outcomes align with the Strategic Mobility Plan by delivering a project that is:

Safe
Reduced crash risk at a High Injury Network intersection
Connected
Improved pedestrian, bicycle and transit connectivity
Equitable
Expanded access to schools, transit and nearby destinations
Sustainable
Support for mode shift through complete street improvements
Prosperous
Improved intersection operations and traffic flow
Innovative
Redesigned geometry and technology-enabled safety upgrades

Why This Intersection?

Eastway Drive and Shamrock Drive is a key gateway in east Charlotte, carrying both regional commuters and local trips. Today the intersection has five legs meeting at a skewed angle. Left turns and U-turns cause frequent crashes, and the intersection is hard to cross on foot or by bike. This project responds to safety and access needs residents have raised for years.

The intersection sits on four of the city's safety and priority networks: the High Injury Network, the Bicycle Priority Network, the Complete Streets Priority Network and the Pedestrian Priority Network. It serves CATS Route 23 and connects people to Shamrock Gardens Elementary, Garinger High School, Methodist Home Park and the future Briar Creek Greenway.

What We're Building

A quadrant road is a short connector street that moves turning traffic away from a busy intersection. Drivers will still have a safe, signalized way to turn left or make a U-turn. Instead of doing it at the main intersection, they will use one of two smaller intersections on the quadrant road. Those intersections meet at right angles, which makes them easier to understand and navigate. Right turns stay the same.

Improvements include redesigned intersection geometry with two new signalized intersections to improve operations and turning movements, along with new bike lanes, shared-use paths, sidewalks and improved crosswalks, including six new crosswalks providing access to Methodist Home Park.

Schedule

Fall 2026 - Design was completed in June 2026 and the project is now in the real estate acquisition phase. Utility relocation is expected to begin in 2027. Construction is expected between 2029 and 2030.
