April 14, 2026 - The construction contract for the shared-use path was approved by City Council and construction is expected to start in May 2026. Design work for Potter Place continues. Construction on the protected intersection has been successfully completed.
part of the Central/Albemarle/Shamrock Comprehensive Neighborhood Improvement Program
The Central/Kilborne/Norland intersection & roadway upgrade project was selected as one of the projects to move forward under the Central/Albemarle/Shamrock CNIP. This project is one portion of the Old Potter Road Trail that was presented during the CNIP pre-planning phase. Project limits are from approximately Elkin Lane to Roanoke Avenue. This is the central neighborhood node connecting the two sides of the Old Potter Road (as well as a neighborhood retail node along the CityLYNX Gold Line). Mecklenburg County Park and Recreation has completed construction of a new parking area, entrance and trail improvements to the Evergreen Nature Preserve off of Norland Road.
This project has three major components:
To create a safer pedestrian and bicycle connection between the Evergreen Nature Preserve and Kilborne Park and, ultimately, to the future Briar Creek Greenway on Eastway Drive
To maintain, stabilize and revitalize the neighborhood through comprehensive infrastructure improvements
To strengthen the neighborhood and surrounding community
Community engagement activities occurred during the project planning process to keep residents informed and provide opportunities for the public to share ideas, opinions and concerns. NOTE: Meeting summaries and presentation boards are available by request from the project contact listed on this page.
A series of "memories" of the area collected from official and unofficial historical records: e.g. museum and newspaper archives, residents' letters and photos. oral histories, and observations. These would be organized and printed onto brightly colored panels that line the old remnant of Potter Road, paying homage to its past. Important dates or quotes would line the walk, and seating would be incorporated around the memory panels, affording people places to reflect or reminisces, or create outdoor classrooms and discussion areas.
