Pre-submittal meetings at the CLT Development Center office or virtually give a developer and/or site designer the opportunity to have a conceptual development plan viewed by Commercial Zoning, Land Development (Engineering, Site Inspector, Urban Forestry, and Erosion Control), and Charlotte Dept. of Transportation plan reviewers. Planning dept. is also present for Urban-zoned conceptual meetings. The Charlotte Area Transit System (CATS) reviews projects along existing and planned transit corridors including bus routes. The meeting can help determine project requirements and highlight any special concerns or considerations to incorporate into the plan. The information and comments provided by staff at this meeting are not considered binding in any form.

For “Urban”-Zoned Projects (with zoning classification of UMUD, MUDD, TOD, PED, or TS):
A pre-submittal (conceptual) meeting is REQUIRED by ordinance for Urban-zoned projects. Click here to submit an Urban Conceptual Meeting request. After you submit the form, staff will contact requestor and schedule the meeting. Meetings are held on Tuesday mornings at 9:00 and 10:00 and Thursday afternoons at 1:30 and 2:30 (1 hour each).
For all other sites:
Pre-submittal meetings for all other sites are OPTIONAL. Click here to submit a Pre-submittal Meeting request. After you submit the form, the meeting will be scheduled for the next available meeting time and an email confirmation will be sent. Meetings are scheduled on a first come-first serve basis. Meeting times are available Friday mornings from 9:00 a.m.-11:15 a.m. (45 minutes each).
Please note - Cancellation notice is required by 12:00 noon the Wednesday before the scheduled date. Cancellations after the deadline or "no shows" will be charged a fee of $560 when or if the meeting is rescheduled. Due to limited timeslots and the demand for these meetings we will only allow one free pre-submittal meeting per project. A second meeting can be scheduled for a fee of $560.
PRE-SUBMITTAL MEETINGS (Housing Trust Fund)
Affordable housing development funds will be provided as gap financing for Low Income Housing Tax Credit (LIHTC) projects. Applications will be evaluated on a case by case basis, based on the amount required to make a development feasible and consistent with the City's affordable housing development priorities. When the City of Charlotte begins to accept proposals for the Multi-Family Rental Housing Development projects (usually in February), a Pre-Application meeting with City staff will be required.
