All Hazards Advisory Council (AHAC)
The All-Hazards Advisory Council (AHAC) is a collaborative platform that unites our community's public and private sector partners. We aim to foster information sharing, provide joint training sessions, and support various initiatives. Membership includes representatives from first responder agencies, public health organizations, infrastructure partners, city and county departments, private industry security personnel, and community groups. AHAC meets quarterly to strategize and coordinate efforts.
Local Emergency Planning Committee (LEPC)
Every county in the U.S. is mandated to form a local emergency planning committee (LEPC) in compliance with the Emergency Planning and Community Right-to-Know Act (EPCRA). This committee is tasked with developing an emergency response plan, reviewing it annually, and sharing information about local chemical presence with residents. The AHAC fulfills EPCRA obligations in our county, while a dedicated LEPC subcommittee focuses on chemical management and identification of hazardous materials. Meetings occur quarterly, directly following AHAC sessions.
Shelter Task Force
Mass care and human services are essential components of disaster and emergency response, prevalent across all hazards. This includes initiatives for general population sheltering, overflow operations for homeless shelters, reception centers, reunification processes, family assistance centers (FAC), and long-term housing solutions post-disaster.
To ensure effective mass care operations, the Charlotte-Mecklenburg Emergency Management Office (CMEMO) leads a Shelter Task Force, collaborating with public and private agencies, organizations, and individuals. This partnership is vital for delivering seamless shelter services to our community.
Cyber Task Force
Cybersecurity has emerged as a critical threat facing our nation, state, and local governments. Ransomware attacks targeting regional governments and threats to critical infrastructure, including electrical grids, are rising. Recognizing this challenge, Charlotte-Mecklenburg Emergency Management is taking proactive steps to develop a robust framework to enhance community resilience against cyber threats.
Our Cyber Task Force comprises representatives from all seven municipalities, Mecklenburg County Government, and private-sector subject matter experts. Our focus remains steadfast on prevention, mitigation, planning, response, and recovery from cyber incidents. As the Cyber Task Force is still in its early stages, meeting schedules may vary, but updates are communicated to our partners through our office.

Incident Management Team (IMT)
In Mecklenburg County, we are fortunate to manage and have direct access to the Charlotte-Mecklenburg Incident Management Team (IMT). This team is a designated North Carolina Multi-Agency All-Hazards Type-III Incident Management Team. The IMT includes a diverse range of professionals from our office, local fire departments, law enforcement agencies, emergency medical service agencies, telecommunications staff, and technical assistants.
During activations or disasters, having credentialed and qualified personnel available allows our team to focus on the immediate details of an incident. The IMT's expertise and readiness to respond to emergencies and mutual aid requests enhance our operational capabilities significantly. Their presence ensures we can efficiently manage incidents, providing the necessary support to mitigate the impact and facilitate recovery.
Community Emergency Response Team (CERT)
CharMeck CERT’s mission is to serve and safeguard our community through efficient and effective volunteer service. This helps protect life and property, ensuring the greatest good for the most significant number.
The Community Emergency Response Team (CERT) program began in 1985 when the Los Angeles Fire Department (LAFD) recognized the need for a community of people prepared to help their neighbors. Charlotte-Mecklenburg adopted the program in 2025 to equip neighbors to help neighbors respond to an emergency.
Our mission is to empower and equip Charlotte-Mecklenburg residents with the skills and knowledge necessary to assist their neighbors in times of emergency. Through comprehensive training and community engagement, the CERT program strives to enhance local resilience, foster collaboration and ensure preparedness for any disaster. We aim to build a safer, more connected community where everyone is ready to respond effectively to emergencies.
