James, Lina, Deputy City Attorney - Lina serves as the Deputy City Attorney for the City of Charlotte.

Office Management

Bermudez, Mariely, Office Manager - Mariely serves as the Office Manager and provides administrative, business, budgetary and personnel support to the City Attorney’s Office.

Donadio, Kim, Legal Analyst - Kim serves as the department's Legal Analyst and provides a wide range of systematic and administrative work to support the City Attorney with office and City Council related matters.

Aviation (Charlotte-Douglas International Airport)

Smithers, Elizabeth, Assistant City Attorney Supervisor – Elizabeth serves as lead legal counsel to the Aviation Department overseeing the work of the Aviation legal team and advising on Federal Grant Assurances, airline matters and technology.

Joye, John, Assistant City Attorney Senior – John serves as legal counsel to the Aviation Department and advises on construction matters, Disadvantage Business Enterprise, and finance.

Rogers, Courtney, Assistant City Attorney Senior - Courtney serves as legal counsel to the Aviation Department and advises on Human Resource matters, Airport Concession Disadvantaged Business Enterprise, litigation strategy and Title VI and ADA.

Shames, Samuel, Assistant City Attorney Senior – Sam serves as legal counsel to the Aviation Department and supports legal matters arising from operations, goods and services procurement and real estate.

Starrett, Jude, Assistant City Attorney Senior – Jude serves as legal counsel to the Aviation Department and supports legal matters arising from architectural and engineering services, planning, environmental and construction litigation.

Thomas, Bradley, Assistant City Attorney Supervisor – Brad serves as lead legal counsel to the Charlotte Area Transit System.

Brook, Joseph, Assistant City Attorney – Joe serves as legal counsel to the Charlotte Area Transit System (CATS) with a primary focus on procurement, marketing and advertising, construction, and federal compliance.

McCalman, Roger, Assistant City Attorney Senior – Roger serves as legal counsel to the Charlotte Area Transit System (CATS) with a primary focus on real estate and CATS operations.

Pratt, Stuart, Assistant City Attorney Senior – Stuart serves as legal counsel to the Charlotte Area Transit System (CATS) with a primary focus on real estate, land use issues, and federal procurement and grant regulations.

Battle, Jessica, Assistant City Attorney Supervisor – Jessica serves as lead legal counsel to the Charlotte-Mecklenburg Police Department.

Aldridge, John, Assistant City Attorney – John serves as the primary legal instructor at the Police Training Academy where he provides legal training to recruits and officers.

Few, Brett, Assistant City Attorney Senior – Brett represents the Charlotte-Mecklenburg Police Department in custodial law enforcement agency recording release matters.

Howze, Brittany, Assistant City Attorney Senior – Brittany represents the Charlotte-Mecklenburg Police Department in matters before the City of Charlotte’s Civil Service Board.

Kelly, Gabrielle, Assistant City Attorney Senior - Gabi represents the Charlotte-Mecklenburg Police Department in matters heard by the City of Charlotte's Citizens Review Board.

Perlungher, Richard “Rusty”, Assistant City Attorney Senior – Rusty advises the Charlotte-Mecklenburg Police Department on contracts and public record requests.

Powers, Thomas III, Assistant City Attorney Supervisor - Thomas serves as lead legal counsel to Charlotte Water and Stormwater and Solid Waste Services.

Allen, Ann, Assistant City Attorney Senior - Ann serves as legal counsel to Charlotte Water and Stormwater on procurement, finance, I&T, public records, and other administrative matters.

Johnson, Lance, Assistant City Attorney Senior - Lance serves as legal counsel to Charlotte Water and Stormwater on land development, infrastructure agreements and permitting matters.

White, Dewey, Assistant City Attorney Senior - Dewey serves as legal counsel to Charlotte Water and Stormwater on real estate and condemnation matters.

Administrative Services

Flowers, Lisa, Assistant City Attorney Lead – Lisa serves as legal counsel to Strategy & Budget, Charlotte Firefighters Retirement System Board, and Finance. She advises on matters pertaining to constitutional issues, policy/constitutional litigation, and arts and cultural projects.

Hewett, Nicole, Assistant City Attorney – Nicole serves as legal counsel providing advice pertaining to public records law, ethics and conflicts of interest for elected and appointed boards. She also serves as counsel to the Historic District Commission and UDO Board of Adjustment.

Okoli, Tamara, Assistant City Attorney – Tamara serves as legal counsel to the Human Resources Department and on employment issues.

Sanchez-Myers, Jill, Assistant City Attorney Senior – Jill serves as legal counsel to several quasi-judicial and administrative boards for the city, such as the Civil Service Board, Housing Appeals Board, Storm Water Advisory Committee, Tree Advisory Commission, and Passenger Vehicle for Hire, and advises hearing officers for Chapter 10 Assessment Appeal Hearings, and other appeals of permit/license revocations under the Business and Trades ordinances. She also works with the litigation team and provides counsel on liability claims.

Sanchez, Mindy, Assistant City Attorney Senior – Mindy serves as legal counsel to the Human Resources Department and on employment issues.

Vidwan, Mandana, Assistant City Attorney Senior - Mandana advises and represents the city on legal matters including Procurement, Internal Audit, and Information & Technology.

Land Use

Hagler-Gray, Terrie, Assistant City Attorney Lead– Terrie has primary responsibility for advising city officials and staff on legal issues concerning land use and represents the City Attorney's Office at City Council Zoning Meetings. She provides legal counsel to the Planning Development & Design Department, the Housing & Neighborhood Services Department, and the Planning Commission. She also advises staff for the UDO Board of Adjustment, the Historic District Commission, and the Historic Landmarks Commission.

Litigation

Imperiale, Taylor, Assistant City Attorney - Taylor serves as the tort defense attorney providing legal services to the Risk Management Division of the City's Finance Department. He is responsible for trying cases before federal and state courts, negotiating settlements, and providing counsel on liability.

Sturgill, Isaac, Assistant City Attorney Senior - Isaac serves as the tort defense attorney providing legal services to the Risk Management Division of the City's Finance Department. He is responsible for trying cases before federal and state courts, negotiating settlements, and providing counsel on liability claims.

Economic Development

Schleunes, Anna, Assistant City Attorney Lead - Anna serves as legal counsel to Housing and Neighborhood Services, Economic Development, the Fire Department’s Emergency Management Office, Community Relations Commission, and the Cemeteries division of General Services. She advises on public and private partnership agreements for Economic Development and coordinates housing code civil penalty litigation and foreclosures upon housing code liens.

Sheeshy, Tasha, Assistant City Attorney Senior - Tasha serves as legal counsel to the Real Estate Division of General Services. She advises on the City's real estate acquisition and portfolio.

Young Hall, Alicia, Assistant City Attorney Senior - Alicia serves as primary legal counsel to the General Services Department, and advises on the construction components of public/private partnerships and economic development.
