Section 5310 Program and the Role of the Coordinated Plan

Overview

What is Section 5310?

The Section 5310: Enhanced Mobility of Seniors and Individuals with Disabilities Program, funded by the Federal Transit Administration (FTA), helps improve transportation options for older adults and individuals with disabilities when public transportation is insufficient, unavailable, or inappropriate. Eligible projects may include capital investments such as accessible vehicles and mobility management programs, or operating projects such as ride services, travel training, and volunteer driver programs. At least 55% of funds must be used for traditional capital projects.

Who is Eligible?

Organizations eligible to apply for Section 5310 funding include:

- Private nonprofit organizations

- Local government authorities

- Public transportation operators

- State or local government agencies approved to coordinate services for seniors and individuals with disabilities

How CATS Administers the Program

The Charlotte Area Transit System (CATS) is the FTA-designated recipient for Section 5310 funds in the Charlotte Urban Area. CATS oversees the full administration of the program, including:

- Leading the development and maintenance of the Coordinated Plan

- Releasing an annual Call for Projects through the City of Charlotte’s Bonfire platform

- Reviewing and scoring applications using a transparent scoring matrix

- Submitting the Program of Projects (POP) to the FTA through TrAMS

- Executing grant agreements and monitoring subrecipient performance

What is the Coordinated Plan?

All Section 5310-funded projects must align with the Charlotte Coordinated Public Transit–Human Services Transportation Plan (CPT-HSTP). The most recent plan was adopted in 2025 and reflects transportation needs and priorities across a nine-county region, based on public input and regional collaboration.

How Projects Are Selected

Applications are evaluated using a scoring matrix with a maximum of 100 points across five categories:

1. Project Needs and Benefits

2. Implementation and Coordination

3. Budget and Cost Effectiveness

4. Organizational Capacity and Technical Experience

5. Performance Measures and Evaluation

Projects must score at least 70 points to be eligible.

0:24 Okay. So, to jump right into it. Um, so this is theformational call for the FY24

0:31 call for projects and sorry if I pause every couple

0:36 minutes sometimes I'm letting some more people in. Um, the FY24 call for projects. So every year uh the Federal

0:42 Transit Administration um aortions out a set amount of funding based on the

0:47 number of um individuals with disabilities and the number of seniors in an urban area. And so we as CATs um

0:56 we score projects and um allocate this funding to to regional uh partners aka

1:02 subreipients. So um so essentially um all that I just said

1:10 um it this funding can provide support for projects such as um accessible transportation services, volunteer

1:16 driver programs um and mobility management initiatives. And so um the main thing is all 5310

1:24 funded projects must align with um the locally coordinated plan which I'll get into momentarily. Um essentially the

1:31 coordinated plan is a is a locally developed plan with uh trans providers, nonprofits and with the public to um

1:38 identify high priorities for um for this funding. So eligible applicants include nonprofit

1:45 organizations, local governments, and public transit agencies serving the Charlotte Meckllinburgg urban area. And

1:51 so I'll um get into a map of the urban area um later on just so everyone knows.

1:58 U let me make sure everyone's in. 2:04 Okay. All right. So the role of cats here is

2:11 um formula funds are aortioned to direct recipients. So if an urban area has over

2:17 200,000 um residents, it is classified as a

2:22 direct recipient. If an urban area has less than 200,000 people, it's not a direct recipient and those um those

2:29 areas would apply for 5310 funding through the state of North Carolina. Uh but Charlotte, we are definitely over

2:36 200,000 and so cats is the designated recipient for the 5310 funds in our

2:41 urban area. Uh direct recipients have flexibility in how they select subreient projects for funding. Uh but the

2:48 decision must be clearly noted um in a program management plan which we also have and I'll go over in a bit. Um the

2:55 selection process can be formula based, competitive or discretionary. And um

3:00 cats uses a competitive process and so we have a scoring criteria and um that's

3:07 that's our process. So funding flows from FTA to cats and then it flows from cats to subreipients and in return we

3:14 are get um subreients are reporting to us on project activities and we are reporting up to FTA.

3:23 So some helpful documents. Um, so the first the biggest document that's going to help you out a lot if you're curious

3:29 if a project's eligible if you're an eligible organization is going to be the FTA circular 970.1H.

3:37 This was updated in November of last year, so it's pretty um it's a pretty recently updated document. And this is

3:44 just it's a big document, but it has all of the eligible projects. Um you know,

3:50 all the the details about the 5310 program, how it should be administered, um you know, local matches, things like

3:57 that. Um we also have the CAT's 5310 program management plan. And so this is

4:03 going to list out how CAT specifically implements the 5310 program in our urban area. And so if it's if there's a

4:10 question that's too broad for the circular and you're thinking CAT specifically, um I would get jump to the

4:16 program management plan next. And then we also have like I mentioned earlier the locally coordinated human services

4:22 public transportation plan. It's a mouthful, but that is the plan that

4:28 identifies projects. And so if you were to go apply for a project uh for with 54

4:33 45310 funding, it would need to be a need identified in the scoring plan. And

4:38 then lastly, the scoring matrix has actually been lumped together with um the program management plan since last

4:43 year. But um I will go over that as well. So one moment I'm actually going

4:49 to jump to what might be the most helpful page um for you all and that is

4:55 our uh web page. 5:06 So here I am on the cat's website and I will drop this link in the chat shortly

5:14 but the name of the web the page on our site is the section se section 5310 program and the role of the coordinated

5:20 plan. It gives an overview of the program but it also has the documents I

5:25 just mentioned. We have the circular which is about 84 pages long and you

5:32 know if you go here you can click through and you luckily you can click on the links in the um the table of

5:39 contents and it'll take you where you need to go. Um said very helpful for FTA

5:44 guidance. Um then we also have the program management plan from cats. And

5:49 so this will detail um you know a lot of things that were said in the circular but also it'll talk specifically about

5:55 our project selection and evaluation process um subreient monitoring and oversight financial management things

6:02 like this. It also includes um a copy of the application um and gives um also a

6:08 breakdown of 5310 funding. So I'll get into that in a moment but

6:14 um 5310 funding there they're different kinds of projects which I'll get into momentarily. Then additionally we have

6:21 the coordinated plan which I'm having trouble pulling up. So the coordinated

6:27 plan was adopted in in May of 2025 by the Metropolitan Transit Commission. And

6:33 so it's going to go into there's a lot of appendices on this, but what's really important is that you review the unmet

6:41 needs and gaps identified in the urban area and look at the recommendations. There's actually a table of

6:46 recommendations for you to use. And um

6:51 so this will be really helpful when you're trying to apply for a project and it's like is this mentioned in accord

6:58 an identified need or gap and it's not specifically in the recommendations. I would say that's acceptable. Um but this

7:05 is going to be uh it has to be a need in here.

7:11 And then uh moving down um to the coordinated plan data app. So this is data. It's current as of when the plan

7:17 was adopted. So, you can click here on view the map and this is going to take

7:24 you to a screen with um you have to click I agree to the terms and get

7:29 conditions and um it will show you it's a map with several data layers from the

7:34 plan. So, if you're going to apply and you're like you're thinking, oh, I'd like to take a screenshot of this um

7:41 type of information, um you can do that. Also, you know, if

7:47 if you're someone if you have uh GIS skills and you want the data um sent to

7:52 you to use in GIS um on the desktop version, you can reach out to me and we'll make it happen. Um but probably

7:59 the most important thing of on the map is the study area. So, this is the

8:05 Charlotte urban area. It's defined by the US Census and it was updated um with

8:10 the 2020 census information. And so, um, essentially projects in addition to

8:16 being in the Korea plan, they also have to have an origin or destination in the Charlotte urban area. And so, um, that's

8:24 that's the requirement for that. And but this map should should be able to help. And you could type in an address to see

8:30 if it falls within it. But it has other information as well, such as um the the

8:36 rates of zero vehicle households in the urban area. um just to flip through some

8:41 examples and you can see where there's higher rates. We also have the you know the whole numbers like of seniors in an

8:48 urban area where you know it's not normalized for the size of the census track but it would give you enough

8:55 information to um see how many are there. So, if you were to click on assistance track, you're like, I'm

9:01 curious how many people how many seniors in are in this area. You would click on it and it's going to give you a lot of

9:07 information, but you would scroll down to uh seniors and you can see that there's 631 seniors in this track

9:13 specifically. Um, if you want to look at a table of data, you would click on this arrow down here, and it's going to take

9:19 you it's going to pull up whichever um layer you have on, it's it's going to

9:25 pull up the data for it. It's it's a lot of data but um if you were curious to have the table too.

9:34 So with that um there's a brief overview of how projects are selected. Um so

9:40 there are five main criteria by which projects are um chosen um are selected

9:45 for funding. Um the first is project needs and benefits. Uh the second is implementation and coordination. Then

9:51 there's budget and cost effectiveness, organizational capacity and technical experience. and then performance

9:56 measures and evaluation. So projects can get up to 100 points, but they have to

10:02 score at least 70 points to be eligible for funding. So if you were to go into the program management plan and you were 10:08 curious about the scoring matrix is actually in table four and it goes into a bigger breakdown of you know or or

10:15 more of a breakdown into what we're looking for when we say project needs and benefits and things like that.

10:22 And then it'll also go into how um we allocate funding like what our

10:28 process is u when it comes to the selection committee. But um

10:34 essentially that that should be a good resource for you as well. So, if you're curious about what awards

10:41 have been recently um funded, you can look at the 2023 program of projects.

10:47 And um I do have more program programs or projects further back if you're curious. Um but this can give you an

10:53 idea of what projects have been recently funded. Then lastly, um, in addition to the

11:00 timeline right here, this this just contains, um, general dates because this is the call timeline we're trying to

11:06 stick to on an annual basis. But this year, it's a little bit different because we are accepting applications

11:13 via Bonfire. So, if you were to click here, it would take you to the Bonfire

11:18 hub, which is the city of Charlotte's procurement portal. And so if it'll go, it's going to be

11:26 online essentially. And this page is going to have information about this uh

11:31 the the announcement for the funding call, but also the application and the program management plan. And it has some 11:38 key dates. So the call will close on November 7th at 2 p.m. Um you can

11:43 indicate an intent to bid at any time before then. it just helps us get an idea of how many applications to expect

11:50 um especially when um setting up selection committee meetings and um things like that. So, it's just helpful

11:56 to know. But for the application, you would download it. It's a it's a word doc and you would fill it out on your

12:03 computer um and then resubmit it, you know, um as a as a PDF file. If that's

12:09 an issue for anyone, you can always reach out to me if you run into any technical issues on Bonfire.

12:16 There's also I don't see it here because I'm not logged in, but you can also ask

12:21 questions at any time on this portal as well and we'll post responses um

12:27 regularly to those questions. So the Q&A period is is ongoing. You can you can

13:02 bonfire so far is that what kind of um like service do you provide? So,

13:07 generally 5310 is cate categorized as a human services item, but you can really

13:13 choose whichever uh descriptor you think best fits you. Um it's um not not too

13:20 big of a an issue if you select something that's not human services.

13:26 So, with that, that's the web page. So, I'll jump back to the presentation.

13:33 So, getting into eligible projects. Emma, so Oh, yes. Emma, this is Beverly. Excuse me. Uh,

14:30 um there are different types of eligible projects. So there are the traditional or like capital projects. There's the

14:36 non-traditional which would be more like operating assistance and then there's also mobility management which is um not 14:43 I won't say catchall but there's a lot of different forms of mobility management. So I'll just kind of briefly

14:49 go into what each of these are. So some examples of a traditional project would

14:55 include include like rolling stock and related activities for section 5310 funded vehicles. There's also the

15:02 purchase and installation of things like benches, shelters, and other passenger amenities. Um support facilities for and

15:08 equipment for section 5310 vehicles. Then also the acquisition of transportation services under a contract

15:13 lease or other arrangement. So that's if you were to hire um another service to

15:18 um provide transportation for your clients for example. So operating this has to do

15:26 Oh yes. Uh you're not sharing the presentation. I think that's what you were looking at

15:31 but we're seeing the cat's web screen. Oh okay. Let me just let me stop sharing and reshare.

15:50 bad. Um I'll jump back to the capital screen real quick so y'all can get eyes on it. Um

15:58 okay, so these are some of the examples of the capital projects. Um they're also listed

16:04 in the circular um with in a lot more detail. These are just a few examples. So the operating projects are about

16:10 enhancing paratransit beyond the minimum requirements of the ADA. Um and this can include things like accessible feeder 16:16 service, supporting volunteer driver and aid programs, um and purchasing vehicles

16:22 to support accessible taxi ride sharing and or van pulling programs. Um and then

16:27 lastly there's mobility management which broadly the the best definition of it is in bubble one here. the promotion,

16:34 enhancement, and facilitation of access to transportation services, including the integration and coordination of

16:40 services for individuals with individ disabilities, seniors, and low-income individuals. So, there are a lot of

16:45 different branches of mobility management. And if this is something you're interested in, you can always ask me, but also the circular has several um

16:53 examples of mobility management projects as well as the coordinated plan. So, definitely reference those documents if 16:59 you're interested. So the important distinction between the different kinds of projects is that

17:05 capital projects aka traditional projects um do require 20% local match

17:12 and um operating projects require more of a match at at 50%. And then mobility

17:17 management is the same um as capital with a 20% u match required. And so in

17:24 addition to that little tidbit of information, an important distinction is also that the 55% of the money that we

17:32 allocate out has to be for capital projects or mobility management. Those

17:38 are kind of lumped together, but at a maximum we can allocate 45% of our aortionment to operating. That's just um

17:45 a mandate from the FTA. So operating can be a little more competitive at times um

17:51 just because there there's less of it.

17:56 So here is the timeline for the FY24 confer projects. Um I see some of my my

18:02 numbers got my numbers got caught off on cut off on the first one. It opened on August 22nd. Um and so the information 18:10 session is right now um on September 3rd. As I mentioned earlier, the application deadline is November 7th at

18:18 2 PM. And then the selection committee will convene later that month or in

18:23 early December to um discuss the project applications and um identify projects

18:30 for funding. And then once those are identified, we uh TZ actually still has to submit a final application to FTA.

18:37 And that's always that's due by the end of February. Although if we're um speedy, we can get it submitted earlier

18:44 and then whenever we hear back from FTA, it generally takes a couple months for them to review the application and

18:49 approve everything. So, generally we would know um if projects were approved

18:55 and funded by March or April. I would go with April of um of next year.

19:04 So I think that is the

19:09 end of the presentation. So now we can jump into Q&A which is the most important part of this um meeting. So I

19:18 see a lot of pe familiar unfamiliar names. So um that's super exciting. So

19:26 um so let's go ahead. Um so HD I I see your hand raised.

19:33 Yes, good morning. Um, I'm Hip Patrick from Embrace Latino Voices and I have two questions. So, by the last part that 19:40 you explained, so the funds, the federal funds are not guaranteed. So, is there a

19:46 chance that we may go through the process and by political decision or by 19:51 any other means, the funds not being awarded both to cats or to the

19:58 organizations that are selected? That is question number one. And question number two, our nonprofit organization, we have 20:05 been providing transportation to uh people with mobility uh um

20:11 disadvantage and also elderly and people with limited English, but we have been

20:16 doing that through um not through CATS or any other formal organizations. So is 20:22 there any type of requirement that uh nonprofits that are applying for the first time that have been provided or

20:29 not should follow some guidelines or any instruction that we may you may give to us. Thank you.

20:35 Um so the first question regarding to to Federal Transit Administration I have not received any information from the

20:42 the federal side that would indicate that the funds are in danger or um would

20:47 be uh taken back. FY24 I feel pretty confident about that. Um it was aortioned um actually the most recent

20:54 aortionment technically is FY25. So um we've had a couple years of aortionment since then. Um if there were

21:01 any changes, you know, we would make that information public, but but so far we have not heard anything to to cause

21:07 alarm. And then uh to your second question for nonprofits that are providing transportation services. So we

21:13 do have nonprofits that have applied in the past um that provide transportation services. And so um to people with

21:20 mobility me uh mobility issues and so certainly eligible as long as you're um

21:25 you know classified as a nonprofit or um in um more recent developments ride

21:31 share can also be eligible if it's providing um combined trips. So not just

21:36 individual trips but you know people can pull together. So, as far as like the guidelines, um, so I would I would

21:44 reference the the program management plan and the the circular, they they get into a lot of detail. Um, especially the

21:51 program management plan gets into a lot of detail about reporting. So, if you were awarded funds, you know, what kind of reporting information we're looking

21:57 for, um, you know, how often, um, that kind of thing. And generally with reporting, we are asking sub recipients

22:05 to report quarterly. So, it's four times a year. And um if that answers your

22:24 Um so I'm reading Shana's comment. What are

22:31 mobility management programs that coordinate transportation services? Um

22:37 and thank you. I'm wondering mobility management program. Would that include providing support to seniors leaving 22:42 their home safely? For example, ramps for easy exit. I can wait until later when it's Q&A. Um so Shannon, yeah, so

22:50 with um for ramps and things like that. So I would say if it's like at your

22:56 facility or something like that is is definitely eligible. Um you know, as as a capital project like things like bus

23:02 stops, bus shelters are included. And if it's on the vehicle, you know, um ADA um

23:08 accessible vehicles are included as well uh for their

23:15 for leaving their home uh for ramps for individual homes. I'm not sure that those would be um eligible because it

23:22 has to be um a shared um a shared service. But um I could

23:31 definitely dig into the circular to confirm that. Um, if that answers your question, Shana.

24:02 circular, but is there a listing of which types of expenses are and are not eligible c expense categories?

24:10 Yes. So sometimes in the circular it generally it will be in there like it contains a lot of information, but the

24:16 circular can also be a little ambiguous at times. So, if you're reading through the circular and you're like, I still

24:21 don't have the answer I need and you have a question about a specific type of project, you can email me and you know, 24:27 we'll I'll talk to our finance department and see if it's an eligible project because so sometimes it can be a

24:33 little unclear or ambiguous. Um I would say but generally that would be the

24:38 first stop if you were looking for a specific kind of project and then second stop if it doesn't get answered there

24:45 you can come to me.

24:53 Do you have a specific project in mind?

25:00 Um we're, you know, considering um some type of uh transit training um for

25:06 people who live within, uh proximity to fixed route bus service but may not use

25:12 it for whatever reason. And so um you know probably staff time um and just you

25:18 know printed materials, things like that. Yeah. So that would be eligible as a mobility management expense actually and 25:25 would be 20%. Um match. So, um, definitely

25:32 from what it sounds like sounds eligible to me. Thank you.

25:37 Uh, Teresa. Good morning. So, quick question and you

25:42 can we can talk about it offline if you'd like. Um, expansion vehicles. If we wanted to request an expansion

25:49 vehicle, what is the process for that? Does it need to go on the tip and the stip? How do we know if it's getting

25:55 approved at that level before the application?

26:00 So, actually with our with the vehicles, um so we've had other subreients um other local government entities apply

26:06 for vehicles in the past and the STIP ID actually we just um it's umbrellaed

26:13 under um the capital operating and administrative cost with our 5310 program. So there doesn't have to be a

26:19 specific stip ID for each vehicle. So um and we just we just adopted or we just

26:26 updated the stip or sent in a request to update the stip um with the current 5310 aortionments. Although um so with the 26:34 stip IDs uh if you need me to to find those for you I I can if if you need them for any documents but those those

26:40 are taken care of. There shouldn't be any process to um for you to add it to the stiff.

26:46 Okay. So, if we if we get an expansion vehicle, then there's not going to be any push back from the state that we

26:52 didn't do what we had to do to get that vehicle. Correct. There shouldn't be. No. All right. Thank you.

29:21 enhancement voting for seniors and individuals with disabilities. So, you know, if you're applying for a project

29:27 and you just have to be sure that it's making an active effort to include those groups, um that's a that's like a key

29:34 component of the project in addition to being eligible in the the circular and um the program management plan, the

29:40 coordinated plan. Um this I would keep in mind the spirit of the um of the project. And so, if there are any

29:47 specific application questions or anything like that, um let's see. I see Kevin asked, "Hi, I

29:56 know you mentioned we can review the recent awards on the website. Can you briefly share some projects that were awarded in the past?" I sure can. Uh,

30:03 let me pull up those projects specifically for 2023.

30:19 your projects are not limited to this list, but these are just an examples of what's been funded previously.

30:35 And going to share this word doc. So this was from the previous coffer

30:41 projects last year. So um this has a list of the uh grantees and their

30:47 projects. So here for example we have Metroid Association for the blind. Um they applied for a hybrid van and home

30:54 charger um for a total cost of around $73,000.

31:00 And so an example would be a vehicle um we have had sub recipients apply for

31:05 electric vehicles in the past um things like that. Um they also have applied for

31:10 operating cost as do several other subreients. So that's essentially they use two vans to provide uh regional

31:17 transportation opportunities for the visually impaired. Um you know they list how many uh trips they plan to provide

31:25 over the course of the this the the funding year and that's at a 50% local match. And so it's service expansion

31:32 would be an example. Um so providing operating so if you're if you have vehicles currently and you want

31:38 operating assistance to expand your service that's eligible. Um they've also applied for mobility

31:45 management. So they got three different awards um last year three different types. So they also got a mobility

31:52 management award for um travel training and technology instruction. And so um

31:59 that's eligible. So a lot of these and th that those three generally capture the kinds of

32:06 projects we see. Um there's also disability rights and resources that um

32:11 they maintain a toolbox of transportation services and offer disability awareness and sensitivity

32:16 training. So they do mobility management as well. Um we have CW Williams that um

32:23 offers trips um and has an operating project.

32:28 So, let me pull up some that might be a little bit different in narrative than the ones that we have discussed. I'll

32:37 say the last one that um that's a little bit different from the other ones I've mentioned is you know cats we also a

32:43 different division will apply for funds um but cats has to go through the formal application process as well to get \

32:49 funding and generally cats will apply for um bus stops um to to up to make

32:55 them to bring them up to or to enhance them for seniors and people with

33:00 disabilities. And so that's a more of a capital project and having to do with an

33:06 actual facility like shelters, benches, things like that. And so um that's

33:11 another potential cost that's an 8020 match. So but there have been other

33:17 projects in the past, some with um technology for example. Um,

33:23 so if there's if there's a wider interest there, um, I would I can I can certainly share

33:31 other previous programs or projects if anyone is interested. I just don't want to fill up the web page with a with a

33:37 bunch of them. So that answers your question.

33:48 Are there any technology related projects? So technology it it gets a bit to so

33:55 technology can be funded. So um things like dispatch systems um things of that

34:03 nature um can be funded. Sometimes it's it's a

34:09 difficult question because circular isn't always super clear when it comes to technology whether it's operating or capital. So if you have a specific

34:16 project in mind, you can reach out to me and I'll talk to our finance department and work out and they can reach out to

34:21 FTA if needed to to see what it will classify as. But generally I would say technology um in the circular there's a

34:28 few um examples of technology but um generally it's eligible as long as

34:35 helping to provide the service to uh with 5310 funded vehicles or providing access to the system uh the

34:42 transportation system in some way. So technology can be eligible. It would just um

34:48 the local match and the project. It would depend. So um you would need to reach out to me uh specifically about

34:54 that.

37:02 to receive these funds?" So, generally um it would be

37:08 um local government agencies, transit agencies, and and nonprofits. Um some ride share can be eligible too.

37:16 Oh, thank thank you everyone. Appreciate it. Um, let me pull up the circular real quick and because there is a section

37:23 specifically on this

37:34 eligible subreients.

37:40 Okay. So I have this circular provided. Um

37:48 so eligible subreients for traditional projects include um private nonprofit organizations or um state or local

37:56 government authorities. Um and then there are also

38:02 um operators of public transportation if you know if you wouldn't view that as

38:08 included in local government authority. And then there's also private taxi operators and transportation network

38:13 companies. And so this is a little bit new and um as long as it's providing um

38:20 a shared ride on demand service and is specifically targeting seniors and individuals with disabilities, that's

38:26 eligible. Um it does you don't have to only serve

38:32 that population, but you have to make a focused effort to reach that population.

38:37 Um and you you would have to report on the numbers um of people you provided services to. Shared ride means two or

38:43 more passengers in the same vehicle. Um so as long as that's an option that's that's eligible. Now if it's like um if

38:52 there are one single rides that that would not be eligible, but I think those

38:58 are the main ones that are eligible. So, um, if if you're a nonprofit, you're

39:06 eligible. But, um, that answers your question, Zach.
