CMPD Releases Personnel Information Records of Officers Involved in Recent Misconduct Allegations
Charlotte, N.C. (Monday, Oct. 19, 2026) — The Charlotte-Mecklenburg Police Department (CMPD) is releasing the Personnel Information Records (PIRs) for officers involved in recent allegations of misconduct related to racially charged text messages.
This release is intended to comply with the public availability of these records per G.S. § 160A-168(b), and to address misinformation regarding the officers’ names. Under state law, CMPD cannot release the race or ethnicity of any employee.
PIRs are, and have been, public records. CMPD previously released these records to several local media outlets, upon their request for the six officers’ personnel files. To date, those media outlets have independently decided not to publish the officers’ names.
To ensure consistent access to the information and prevent further misperceptions, CMPD is releasing these officers' PIRs to local media outlets.
On Oct. 9, 2026, six officers were cited for termination following allegations involving racially charged text messages. Since that time, four of those six officers have submitted their resignations in lieu of termination.
A seventh officer, Officer Elliott, was also involved in the text message matter and was placed on unpaid administrative leave on July 29, 2026, after the North Carolina State Bureau of Investigation (SBI) arrested him for illegally accessing a government computer in connection with the misuse of Flock technology. Officer Elliott resigned on August 4, 2026.
