BWC Video Release of a Fatal Crash Incident in the North Division

Charlotte, N.C. – (Tuesday, June 10, 2025) – Today, the Charlotte-Mecklenburg Police Department (CMPD) is releasing body-worn camera (BWC) video footage of an incident that occurred in the North Division on Jan. 3, 2022, in the 4300 block of Statesville Road. This footage was ordered for release by a judge following a court petition. 

On Monday, Jan. 3, 2022, at approximately 5:20 p.m., CMPD Metro Division officers attempted to stop a black Jeep Grand Cherokee for a tinted license plate cover on Interstate 85 (I-85), near the Brookshire Boulevard exit. CMPD officers activated their blue lights and sirens multiple times to stop the Jeep Grand Cherokee.

Officers continued to monitor the suspect vehicle as it exited I-85 onto Statesville Avenue. The Jeep’s driver continued to ignore blue lights and sirens as they turned from Statesville Avenue onto Carmine Street, then onto Julia Avenue – a dead-end road. Once on Julia Avenue, the suspect began to stop the Jeep. Officers stepped out of their vehicle and issued verbal commands for the suspect to stop, but he drove away. Further down Julia Avenue, the suspect slowed their vehicle to stop for a second time. Then, once again, the driver began to drive away as officers delivered verbal commands.

The suspect made a U-turn on Julia Avenue heading toward Statesville Avenue. Officers lost sight of the Jeep as it continued on Statesville Avenue toward Statesville Road. The CMPD Real Time Crime Center (RTCC), which was monitoring traffic, continued to track the suspect vehicle and advised officers by radio that the suspect vehicle had turned into oncoming traffic.

Shortly after the RTCC advised the officers, the suspect crashed head-on with a Honda Accord around 5:26 p.m. The CMPD patrol officers who had been following the suspect vehicle did not have a visual of the Jeep when it crashed but heard the radio traffic from the RTCC and activated their blue lights and sirens to quickly get to the scene. They arrived at the crash site on Statesville Avenue at 5:27 p.m.

All the crash victims, including the Jeep’s driver, Bryan Gabriel Franklin Jr., 20, were transported to a hospital for treatment. The Accord’s driver, Brittany Webb, 28, died three weeks later from injuries sustained during the crash. No officers were injured in this incident.

CMPD’s Major Crash Investigation Unit led the investigation. The Internal Affairs Division conducted a parallel investigation to ensure all policies and procedures were followed.

Franklin was arrested and pleaded guilty to Attempted Murder and Assault with a Deadly Weapon Inflicting Serious Injury and is serving a 13-year prison sentence.

Civil litigation related to this incident is still ongoing.
