New Residential Install

Charlotte Water installs new water and sanitary sewer services connecting to accessible existing mains upon request by residential/commercial customers.

A water service includes the following:

  • Connection to the public water main;
  • Service lateral to property line valve or 1 foot behind the meter (whichever is applicable);
  • Meter assembly & vault

A sewer service includes the following:

  • Connection to the existing public sewer main or existing/proposed manhole;
  • Service lateral to the edge of public road right-of-way or limits of sewer easement;

Installation of a simple connection may take up to eight weeks upon confirmation by the customer that the site is cleared and staked for the service installations.

Applicants who do not have direct access to public water and/or sewer may qualify for one of Charlotte Water's Street Main Extension Programs. Extensions may require up to two years to complete after application and payment. Extensions must occur along existing publicly maintained streets.

New Connection

Residential Domestic Water/Sewer Service Requirements:

  1. Availability of existing water and/or sewer shall be confirmed with CLT Water Customer Service
  2. Address shall be assigned (if new construction)
  3. Residential New Service Application(PDF, 441KB) shall be completed
  4. Determine New Service Fees due per Rate Sheet or by contacting CLT Water Customer Service
  5. Submit payment of New Service Fees and complete application to 5100 Brookshire Blvd.

*Applications that require pipe extensions under state-maintained roads, require maintaining service to wells or septic tanks, or require unique permitting (NCDOT, town) will take up to two years to complete.

Extension

Applicants who do not have direct access to water and/or sewer mains may qualify for one of our Extension Programs:

Residential Street Main Extension Program:
This program provides for publicly funded extension of water and sewer mains to serve single-family residential properties. Extensions are limited to 1,000 ft in length. The applicant's connection and system development fees are often less than ten percent (10%) of the total investment to extend pipes to serve a property.

50 / 50 Extension Program:
This program provides for shared funding of water and sewer street main extensions. Charlotte Water will fund 50% of the cost of eligible extensions when one or more customers provide the other 50%. This program may be combined with the Residential Street Main Extension Program for customers who require extensions greater than 1,000 feet, and less than 2,000 in length.

Public Health Hazard Extension Program:
This program provides for complete Charlotte Water funding of residential water and sewer street main extensions for the purpose of providing access to public utilities when the private system(s) result in a health risk to the occupant and/or the general public. This program requires proof of a health hazard from an authorized government department.

Irrigation

According to state law (House Bill H2499 and HB 1766), all irrigation systems installed after July 1, 2009 must be connected to a separate irrigation meter, unless platted prior to July 1, 2009. Also any irrigation design, construction and maintenance exceeding $2500 must be performed by a licensed irrigation contractor unless the installation work is performed by the property owner (exclusions for agricultural and nursery operations).

When installing an irrigation system, customers are required to install and maintain a backflow prevention assembly on their water line to ensure the safety of the surrounding community.

Residential Irrigation Water Service Steps:

  1. Availability of existing water and/or sewer shall be confirmed with CLT Water Customer Service
  2. Address shall be assigned (if new construction)
  3. Residential New Service Application(PDF, 441KB) shall be completed
  4. Backflow Prevention Application(PDF, 24KB) shall be completed
  5. Determine New Service Fees due per Rate Sheet or by contacting CLT Water Customer Service
  6. Submit payment of New Service Fees and both completed applications to 5100 Brookshire Blvd.

Split Irrigation Water Service Steps:

  1. Domestic service box location shall be confirmed to be entirely outside of existing or proposed concrete and hardscapes.
  2. Residential New Service Application(PDF, 441KB) shall be completed
  3. Backflow Prevention Application(PDF, 24KB) shall be completed
  4. Determine New Service Fees due per Rate Sheet or by contacting CLT Water Customer Service
  5. Submit payment of New Service Fees and both completed applications to 5100 Brookshire Blvd.

Encroachments

Upon plan submittal or application, you will be notified if an encroachment permit is required. The most common encroachment requirement involves the North Carolina Department of Transportation (NCDOT) for connections on state-maintained roads. It is the responsibility of the applicant to provide the necessary documents for commercial encroachment submittals. CLT Water will submit the encroachment documents to NCDOT for approval. Encroachments add additional months to new service installations and the design and permitting process for extensions.

Service Dismantlements

Existing services that need to be dismantled shall be performed by CLT Water. A dismantlement application shall be completed and submitted to Customer Service. Prior to dismantlement, the existing service(s) must be inactivated in our billing system by the owner.

Backflow Prevention

Backflow assemblies are required for all services except domestic ¾" water services. Backflow plans shall be submitted to Mecklenburg County Code Enforcement for review.

Sewer Only Customers

Sewer only customers are required to install a metering device on their private water supply.
