Why Was This Area Selected?

The Prosperity Village Comprehensive Neighborhood Improvement Project (CNIP) focused on the Prosperity Village area which is bounded by Eastfield Road and the Cabarrus County line to the north, Beard Road and Mallard Creek Road to the east, W.T. Harris Boulevard to the south, and Old Statesville Road to the west. The Prosperity Village area is a high-growth area of the City in need of increased connectivity to regional nodes and employment centers. The Prosperity Village CNIP was unique in that it was formed directly following the development and adoption of the Prosperity Hucks Area Plan (2015). The area plan focuses on the activity (village) center within the CNIP boundary. The Prosperity Hucks Area Plan was developed to provide a community-supported vision and provides detailed policy direction to shape the character and pattern of development.

CNIP looks to capitalize upon, and leverage upon, the assets of the area including:

  • A growing mix of land uses that provide an activity center with a choice of housing types, retail opportunities and community services.

  • Continued growth of single-family neighborhoods and nearby job centers.

  • A high degree of connectivity for vehicles, pedestrians, bicyclists and all users of greenways and open space.

Project Overview

Between 2014 and 2020, voters approved $120 million for the Comprehensive Neighborhood Improvement Program (CNIP). This project was selected as one of the projects to move forward under the Prosperity Village CNIP. 

This project includes the design and installation of streetscape beautification to Craven Thomas Road and Robert Helms Road, off the I-485/Prosperity Church Road exit. The streetscape will include widening of the existing sidewalk to a multiuse path, trees/shrubs, resting areas, installation of artwork, bus stop shelter and plaza and street- and pedestrian-scale lighting. The Arts & Science Council orchestrated the art process, hiring the artist Robert Tully, and coordinating with him throughout the planning and design phases.

DeArmon Road Complete Street Improvements

Project overview

Project limits are from Browne Road to Benfield Road. The project includes widening DeArmon Road by installing curb & gutter, storm drainage, medians, buffered bicycle lanes, sidewalk and a greenway passage beneath DeArmon Road for the future extension of Clark's Creek Greenway.

This project is recommended in the Prosperity Hucks Area Plan (2015).

Project goals

  • To complete the infrastructure needs in the neighborhood by providing buffered bicycle lanes, median/turning lane, curb & gutter and sidewalk.

  • To provide a greenway passage beneath DeArmon Road for the future extension of Clark's Creek Greenway.

Public involvement

The following public meetings were held during the planning and design phases. No other public meetings are scheduled to occur for this project.

Project Overview

This project proposes to widen Prosperity Church Road from Old Ridge Road northward to Benfield Road. Improvements could include curb & gutter, sidewalk, storm drainage, bicycle lanes, on-street parking and a roundabout at Prosperity Church Road and Prosperity Ridge Road. This project is recommended in the Prosperity Hucks Area Plan (2015).

Project Goals

  • To maintain, stabilize and revitalize the neighborhood through comprehensive infrastructure improvements 

  • To strengthen the neighborhood and surrounding community

  • To improve infrastructure features in the neighborhood such as storm drainage, curb & gutter, sidewalk and bicycle lane features

The project team holds several public meetings during the lifespan of a project. The following meetings have taken place so far:
