02/22/2024

Charlotte Water and its contractor are starting construction for Phase 3A of the Little Hope Creek Wastewater Improvements Project. Once completed, the project will enhance the wastewater system in the community and protect the water quality in the creek.

• Phase 3a material delivery and pipe laying will begin in February near Wedgewood Drive and working north toward Woodlawn Road. Work is expected to take eight months to complete.

12/4/2023

Charlotte Water and its contractors are continuing progress on wastewater improvements in the area.

• Phase 1 pipe installation and restoration activities are complete.
• Phase 2 construction was completed in August 2023 with restoration activities near completion.
• Phase 3a clearing activities are expected to begin at the end of November with pipe laying activities to follow.

10/12/2023

Beginning the week of November 6, crews from Jones Clearing will begin clearing trees, bushes and shrubs within some of the Phase 3a temporary construction easements. This also includes removing any fences and sheds/structures on those easements. Prior to this clearing, a surveyor will be on-site marking the property lines using survey stakes and ribbons to denote permanent and temporary construction easements. Please note, there will be a gap between pre-construction clearing and Phase 3a construction.

Detours on Hartford Avenue

Starting April 24, crews will be working along Hartford Avenue to replace the wastewater pipeline. Closures on Hartford Avenue will be phased, as outlined below. (see handout for detour maps(PDF, 3MB)).

Phase 1: Shawnee Drive to Hollis Road

Hartford Avenue is expected to be closed between Shawnee Drive and Hollis Road from April 24 – May 4. Please detour to Hollis Road to Annilin Avenue.

Phase 2: Intersection of Hartford Avenue and Shawnee Drive

The intersection at Hartford Avenue and Shawnee Drive is expected to be closed from May 4 – May 8. Please detour to Hollis Road to Anson Street to Hartford Avenue.

Phase 3a: Hollis Road to Dilworth Elementary – Sedgefield Campus entrance

Hartford Avenue is expected to be closed from Hollis Road to the school entrance from May 8 – May 12. Please detour through Hollis Drive to Anson Street to Hartford Avenue.

Phase 3b: Dilworth Elementary – Sedgefield Campus entrance to Auburn Avenue

Hartford Avenue is expected to be closed from the school entrance to Auburn Avenue from May 15 – May 22. Please detour Hartford Avenue to Anson Street to Hollis Road to Hartford Avenue.

Please note that crews plan to work over the weekend of May 13-14 to lay pipe pass the school entrance.

Phase 4: Auburn Avenue to Benson Street

Hartford Avenue is expected to be closed between Auburn Avenue and Benson Street from May 22 – June 30. Please detour around Hartford Avenue by Anson Street to Hollis Road to Hartford Avenue.

04/05/2023

A section of Shawnee Drive (west end) is expected to be closed from April 5 through April 14 while crews work along the alignment.

03/28/2023

A section of Hartford Avenue between Shawnee Drive and Annlin Avenue is expected to be closed starting March 28. Construction is expected to be complete by the end of the week.

During this time, motorists should follow all detour signage and use Annlin Avenue to Hollis Road to Hartford Avenue. Access will be maintained for residents that live within the impacted construction zone.

02/16/2023

Pipe installation and most restoration activities for phase 1 are complete. Some portions along the alignment have not been restored fully due to weather delays. Crews will be replacing grass and installing fences as needed.

Phase 2 construction began in summer 2022 and crews are moving north along the alignment. Crews are currently working behind Sewickley Drive. Phase 2 is expected to be complete in fall of 2023 and residents along the alignment will continue to see varying levels of construction.

Phases 3a and 3b design is underway with construction expected to start in late 2023. Charlotte Water and its contractors are conducting surveying and field walks along the alignment. Properties along the route that will be impacted by phase 3 construction have been, or will be, contacted by real estate representatives with Gulf Coast, LLC regarding easement acquisition.


01/30/2023

Rock blasting continues this week along the phase 2 alignment at Sewickley Drive between Castlewood Road and Broadmoor Drive. 

Residents will hear a warning signal (air horn) prior to the blast, typically at five minutes and repeated one minute before the blast. For the safety of crew members and the community, it is imperative to heed all warning signals and any directions from the crew during blasting operations.


01/10/2023

Contractors continue working along the phase 2 project alignment. As part of this work, the pedestrian bridge at the east end of Belrose Lane, which connects to Heather Lane, is expected to be closed from January 16 through January 20.

Updates 2022

12/20/2022

Construction along Phase 2 of the alignment is ongoing. Crews are near completion of restoration for Phase 1. Please note construction schedules are subject to change due to weather and other conditions. There will be periods of construction inactivity due to the holidays. During this time, all work sites will be secured.


10/27/2022

Construction activities will soon begin at Woodlawn Road and crews will move north along the alignment. Work is expected to begin at the end of October and will take two to three months to complete. Residents along the alignment will see varying levels of construction.

Residents in the nearby area can expect the following construction activities:

Clearing – Crews will clear trees, bushes, shrubs, fences and other structures within the easements following Little Hope Creek.

Moving equipment on site – Crews will move construction equipment and materials to easements along the project site throughout construction.

Materials delivery and staging – Pipe and concrete manhole structures are delivered and staged within the construction easements.

Establishing a safe work zone – Fencing will be installed around work areas and pipe will be stabilized.

Customers may feel a rumble – Crews are conducting rock blasting along the alignment at Mockingbird Lane. Blasting is a standard construction procedure in which holes are drilled into the rock for dynamite placement and covered with packed dirt or heavy mats. A seismograph monitor records blast vibrations to verify they are within specifications. All safety precautions will be taken. Customers may hear a warning horn, a muffled noise, and vibration or rumble similar to a slammed door or thunder. Crews will continue to blast along the Phase 2 alignment as needed.

Construction has been extended for the work occurring on Mockingbird Lane and the road is expected to reopen by October 12. During this time, motorists should follow all detour signage.


09/21/2022

Road Closure Notice: Montford Drive

A section of Montford Drive between Wentworth Place and Halstead Drive is expected to be closed from September 26 through mid-October to install a new wastewater pipe.

08/24/2022

Contractors continue working along the phase 2 project alignment. They are currently working at Mockingbird Lane. Residents in the nearby area can expect the following construction activities:

Bypass pumps – Nearby residents can expect to hear a humming noise, similar to that of a generator, while bypass pumps are running. The pumps are expected to only run during work hours (from 7 a.m. to 9 p.m.), although exceptions are made on a case-by-case basis and as necessary to meet the project schedule.

Road closure and detour around work – Motorists should follow all traffic control signs and measures. A section of Mockingbird Lane is closed for crews to install new wastewater pipeline. The road is expected to open mid-September.

Customers may feel a rumble – Crews are conducting rock blasting along the alignment at Mockingbird Lane. Blasting is a standard construction procedure in which holes are drilled into the rock for dynamite placement and covered with packed dirt or heavy mats. A section of Mockingbird Lane between Terrence Place and Park Road is expected to be closed from August 22 through the end of September to install a new wastewater pipe.

Construction has been extended for the work occurring on Seneca Place to allow for additional roadway improvements and final restoration activities. Seneca Place is expected to reopen on August 12. 07/26/2022

Crews will begin to mobilize the Mockingbird Lane staging site for Phase 2 of the project at the end of July. Residents can expect to see fence installation around the staging area as crews move construction equipment and materials on-site.

07/12/2022

Charlotte Water and its contractors continue to make progress on wastewater improvements in the area. Pipe installation for phase 1 is complete and restoration activities are ongoing and nearing completion. Outstanding activities include restoration of fences and clean up.

Phase 2 construction, picking up at Seneca Place, began in March and is expected to take 24 months to complete. Crews have completed rock blasting from Seneca Place up to Mockingbird Lane and began installing pipe, including laying pipe under Seneca Place, which required a temporary road closure. Residents will continue to see varying levels of activity as crews make their way up the alignment.

Phase 3 design is in progress with construction expected to start in late 2023-early 2024. Properties along the route that will be impacted by phase 3 construction have been, or will be, contacted by real estate representatives with Gulf Coast, LLC regarding easement acquisition.

Crews will be working over the weekend this Saturday, June 25, from approximately 7 a.m. to 6 p.m., at the Seneca Road closure. This weekend work is to continue pipe installation activities and is an exception to the usual weekday construction schedule. Exceptions are made on a case-by-case basis and as necessary to meet the project schedule.

Charlotte Water will begin rock blasting in the area for Phase 2 of the project.

Beginning June 1, crews will be conducting rock blasting along the alignment between Seneca Place and Mockingbird Lane. Most rock blasts will occur between 9 a.m. and 4 p.m. Residents will hear a warning signal (air horn) prior to the blast, typically at five minutes and repeated one minute before the blast. There are typically two rock blasts per day, however this may vary based on site conditions. For the safety of crew members and the community, it is imperative to heed all warning signals and any directions from the crew during blasting operations.

Rock blasting is the safe removal of underground rock by using a series of controlled explosive charges placed underground. This standard construction procedure uses seismograph monitors to record all vibrations to ensure they are within site specifications. Heavy mats are used to cover each blast location to protect the surrounding area.

Rock Blasting along this area of the project is expected to take approximately three weeks. Please note, schedules are subject to change due to weather and other site conditions.

04/20/2022

Contractors for Charlotte Water are nearing the completion of Phase 1 of the project. Crews have installed pipe up to Seneca Place and are waiting on utility relocations to complete all installation activities. Restoration activities along the alignment are ongoing where the pipe has been installed. The new wastewater line is partially activated and expected to be fully operational in the next couple of months.

Phase 2 picks up at Seneca Place and continues along Little Hope Creek to the intersection of Hartford Avenue and Belton Street. Construction on this phase began in March at Seneca Place with clearing activities and utility relocations on the lower portion of the phase. In the coming months, residents can expect continued clearing activities, moving equipment on-site, delivery and storage of materials, trench digging, and rock blasting.


03/01/2022

Phase 2 construction is expected to begin in March 2022. Residents will see varying levels of activity as crews make their way up the alignment.

Crews will start at Seneca Place and follow north along Little Hope Creek to the intersection of Hartford Avenue and Belton Street. Phase 2 construction is expected to take approximately 24 months to complete (schedules are subject to change, due to weather and other conditions).

12/05/2021

Contractors for Charlotte Water continue construction for Phase 1 of the project. Clearing and rock blasting in the Phase 1 area are complete and crews are progressing with wastewater pipe installation, beginning at Tyvola Road at the edge of Marion Diehl Community Park and working toward Seneca Place.

Phase 1 construction and restoration are expected to last an additional three months with target completion in March 2022. Please note that construction schedules are subject to change, due to weather and other conditions. In December there will be limited construction work with periods of inactivity due to the holiday season.

The greenway connector at Buckingham Drive is expected to reopen in mid-December. The upper loop of the Marion Diehl Backyard Trails is expected to reopen upon completion of Phase 1.

Phase 2 Field Visit Notice

During the week of November 15, project team members including Charlotte Water, Black & Veatch and Park Construction, will be walking the Phase 2 alignment of the existing wastewater system to survey fences within the future construction corridor. Phase 1 Construction Update

Crews are continuing to make progress on Phase 1 of the Little Hope Wastewater Improvement Project. Phase 1 runs from Tyvola Road, following the creek and Valley Stream Road, up to Seneca Place. Residents in this area can expect the following activities:

  • All major clearing activities are completed
  • Delivery of materials continues, such as pipe and manhole structures
  • Pipe laying is expected to begin at the end of September/early October
  • Rock blasting operations are expected to be completed by mid-November
  • Setup for bypass pumps will begin for areas where the pumps will be temporarily needed to divert the flow during construction
  • Buckingham greenway connector is closed with expected reopening at the end of October
  • Lower portion of the Marion Diehl loop of the Backyard Trails (BYT) is closed with expected reopening in February/March 2022

08/20/2021

Greenway Connector and Bike Trail Closures

Crews are currently working at Tyvola Road at the edge of Marion Diehl Park and are working up to Seneca Place. As part of this work, the Buckingham Drive connection to the Little Sugar Creek Greenway will be closed for 12 to 16 weeks and is expected to re-open by the end of October 2021.

During this time, Little Sugar Creek greenway users should use established greenway parking and access points at Tyvola Road (2524 Tyvola Road) and Park Road Park (6220 Park Road). Pedestrians and bicyclists are strictly prohibited from using the Buckingham Drive connector to access the greenway while construction barriers are in place.

Additionally, the lower portion of the Marion Diehl loop of the Backyard Trails (BYT) will be closed for the duration of Phase 1 of the project, which is expected to be complete by February/March 2022.

Beginning in late May/early June, contractors for Charlotte Water, led by Park Construction, will begin construction on Phase 1 of the Little Hope Creek Wastewater Improvement Project. Crews will begin at Tyvola Road at the edge of Marion Diehl Community Park and work up to Seneca Place. Phase 1 construction is expected to take 6-8 months to complete (schedules are subject to change, due to weather and other conditions). Phase 2 construction is expected to start in late 2021. Contractors for Charlotte Water will continue making intermediate wastewater pipe repairs in various areas in the Collingwood, Ashbrook/Clawson Village, and Madison Park neighborhoods. Crews are expected to begin in early April 2021 and work is expected to take three to four weeks to complete. These point repairs will be in the streets and public rights-of-way – not on private property. The work includes crews installing a sock-like lining inside existing pipe through manholes, as well as open cutting and replacing existing pipe segments and rehabilitating manholes. 03/03/2021

On Friday, March 5, project team members including Charlotte Water, Black & Veatch, and Park Construction, will be walking the alignment of the existing and proposed wastewater system. Residents can expect to see team members on or near your property as they visually inspect the area. No fieldwork will be conducted during this walk. The team members should be wearing safety vests and can be identified by company business cards. Although they may need access to your property, they will not need to enter your residence.


01/14/2021

Project update: Charlotte Water is continuing preliminary engineering work in your area for an important wastewater pipe replacement project that will expand the future capacity of the wastewater system in your area. Beginning late January/early February, subcontractors for Charlotte Water will be surveying and conducting fieldwork along with phase 3A and a portion of phase 3C of the Little Hope Creek Wastewater Improvement Project. During this time, it may be necessary for Charlotte Water and its subcontractors to be on your property to visually confirm the location of some underground utilities. In addition to personnel, residents could see minor clearing activities in the area, survey stakes/flags, paint markings on the ground, and machinery used for geotechnical borings. These borings involve drilling a hole roughly 4 inches in diameter, and upward of 30 feet deep to determine the presence of rock in the area. 12/22/2020
In December and January, subcontractors for Charlotte Water will continue field investigation work along Little Hope Creek in the Sedgefield and Madison Park neighborhoods to evaluate the condition of the wastewater system and identify connecting sewer laterals as part of a wastewater improvement project. The field investigative work includes interior video inspection to assess the inside condition of connecting laterals to the wastewater mainline. Crews may be working within existing sewer easements on or near your property. More information can be found in the December 2020 fieldwork mailer under Project Documents. 

11/02/2020
Charlotte Water is conducting preliminary engineering work in your area for an important wastewater pipe replacement project that will expand the future capacity of the wastewater system in your area. Beginning in late June 2020, Capstone Civil Group, a subcontractor for Charlotte Water, will be conducting fieldwork along Little Hope Creek in the Sedgefield and Madison Park neighborhoods. This work includes a video inspection of the pipe to assess the inside condition of connecting laterals to the wastewater main line. To do this, crews will insert a robotic camera into sewer clean out – a pipe with a cap that provides access to the lateral sewer line  – on approximately twenty properties to inspect and record the condition inside of the pipe. While they may need access to your property, please note they will not need to enter your residence. This work is expected to begin the week of June 29 and take about a week or so to complete, depending on weather and other conditions. More information can be found in the June 2020 mailer update. (PDF, 1MB)

Representatives from Gulf Coast Property Acquisitions may be contacting property owners regarding easements for Phase 1 of this project.

Due to weather delays, the surveying and geotechnical investigation work that was previously communicated in January is now expected to begin in March. Crews may be working on or near your property on one or more occasions to visually confirm the location of some underground utilities. Residents could see minor clearing activities, survey stakes/flags, paint markings on the ground and machinery used for geotechnical borings. These borings involve drilling a hole in the ground to determine the presence of rock in the area. Updates 2019

11/12/2019

Charlotte Water is hosting a community meeting on Tuesday, November 19, from 5:00 - 7:00pm at the Grace United Methodist Church, Sanctuary (737 E. Woodlawn Road). Project representatives will share more details about the wastewater system capacity needs and any proposed plans.


08/20/2019

Subcontractors for Charlotte Water are scheduled to begin smoke testing in your area in the coming days. Properties along the streets that have been selected for the smoke testing will receive a door hanger with additional information and instructions a few days prior to the scheduled work. The first round of smoke testing will occur between August 26-29 and the second round will occur between September 3-6.

Charlotte Water is conducting preliminary engineering work in your area for an important wastewater improvement project that will enhance the future wastewater system in our community. Beginning in July, subcontractors for Charlotte Water will be conducting field investigations long Little Hope Creek, between South Boulevard and Park Road from Tyvola to Marsh roads. This work includes marking specific areas with temporary flagging, ribbons and wood stakes that will help in the future design of the replacement wastewater line. We ask that residents do not remove these markers, as they are critical to completing the design of this project. While field crews may need access to your property and others near Little Hope Creek at this time, they will not need to enter your residence. Crews will be working between 8 a.m. and 5 p.m. and do not expect any disruption to residents from this work.

                   

Project overview

Charlotte Water is conducting work for a wastewater replacement project that will enhance wastewater service for customers in the Little Hope Creek basin, primarily in the Sedgefield and Madison Park neighborhoods. The project will:

  • Improve service
  • Reduce risk for sanitary sewer overflows (SSOs)
  • Protect water quality in the creek
  • Replace approximately 30,000 linear feet of wastewater pipe
  • Replace the existing wastewater pipeline that currently ranges from 8-inch to 24-inch in diameter to 12-inch to 36-inch in diameter

The project is expected to be activated in three phases (see map(PDF, 192KB))

Project goals

The area serviced by the existing wastewater pipeline is experiencing a high rate of development and cannot accommodate projected growth. A new, larger pipe is required to serve customers.

Public involvement

Properties that will be directly affected by construction will be contacted to discuss easement agreements. Areas near construction will be notified before construction. 

Charlotte Water holds public information meetings throughout the project to update area residents and businesses about the project and any proposed plans. Those within the project area will be contacted via mail when the next public meeting is scheduled.
