Contractor Development Program

This comprehensive program features free workshops that provide technical assistance, business development, and financial guidance to small, minority, and women-owned firms. These all-inclusive workshops assist contractors with their contractor capacity and business growth by helping them become bonded with the city so they can bid on future city construction projects.

All vendors in the construction space are strongly encouraged to come enroll in a workshop. This program is designed to serve a wide range of firms; from painters, architects, cement layers, sanitation professionals, flooring experts and electricians to carpenters, construction teams, plumbers, window installers, and so many more!

Assessment & Technical Assistance

  • Enrollment in our Contractor Development Program.
  • Personal Contractor Development Manager to provide a professional assessment of your current capacity and growth needs.
  • One-on-one consultation to develop a work plan aligned with your business needs and goals.
  • Facilitated referrals to Program Partners and resources.
  • Referrals to specific project opportunities.

Bond Readiness Assistance

  • Assistance with obtaining or increasing bonding capacity.
  • Contract review, project assessment, and field support.
  • Assistance with project risk identification and mitigation.
  • Accounting cost subsidy for CPA-prepared financial statements.

Education & Training

  • Group Classes on public construction best practices led by industry experts.
  • Creation of individualized Contractor Profile to assist with business marketing.

Program Partnerships

  • Strategic alliances with Program Partner, prime contractors, including matchmaking and referrals.
  • Networking with public agency staff and peer contractors.

Eligible Applicants

Each applicant for this loan should meet all of the following criteria:

  • An SBE that has been certified for a minimum of 2 consecutive years
  • Located in Mecklenburg County
  • Private for-profit
  • Engaged in a contracting on eligible municipal contracts and demonstrating a need for working capital for account receivables, acquisition of inventory, and/or materials

Applicant applies for this loan directly to the City of Charlotte and will need the following:

  • Applicant will be required to provide: 2 years of Business Tax Returns on Company(s)
  • Two (2) years Personal Tax Returns on the Guarantors
  • Current Personal Financial Statement on the Guarantors showing a personal net value of no more than $750,000
  • Copy of Eligible Municipal Contract
  • Sources & Use of Funds Statement
