Gregory A. Phipps

District 4 representative

Greg Phipps, a democrat, represents district 4 in northeast Charlotte on City Council. Prior to his first election in November 2013, he was appointed in January 2005 to fill the unexpired 10-month term of a former District 4 council member who won election to the North Carolina legislature. Phipps is now in his third term.

Phipps served as chair of the Keep Charlotte Beautiful Committee and was appointed to the Charlotte-Mecklenburg Planning Commission in 2009 where he served until his election to City Council in 2013. He is a graduate of the CMPD Citizens Academy, former member of the CMPD University City Leadership Council, and president of Back Creek-II homeowners’ association.

Phipps is a retired national bank examiner with the Office of the Comptroller of the Currency (OCC) – US Treasury Department, Large Bank Supervision Division. His primary responsibilities included anti-money laundering activities, global economic sanctions and financial crimes compliance. He is a recipient of OCC’s Albert Wornum Jr. CARE Leadership Award.

Phipps is the Council representative on the board of University City Partners, an alternate voting member on the Charlotte Regional Transportation Planning Organization (CRTPO), and a member of the NASCAR Hall of Fame Advisory Board. Phipps was awarded Optimist of the Year for 2015-2016 by the Hidden Valley Optimist Club.

He received a Bachelor of Arts degree in marketing/management from Hampton University in Hampton, Va. and a diploma from the Southwestern Graduate School of Banking at Southern Methodist University in Dallas, Texas.

A native of Richmond, Va., Phipps and his wife Lemair have three adult children - Alex, Tristan, and Micaela.

District 4  is physically located in the northeastern part of the city from The Plaza to the City Limits. I-85 North runs through the area.
