The Facilities Construction division provides administration and project management for the planning, design and construction of city-owned buildings and major renovation projects. These projects include operational facilities for police, fire, fleet, transit, street maintenance and solid waste, and city-owned cultural facilities such as Discovery Place Science, two locations of The Mint Museum, Knight Theater and the Harvey B. Gantt Center for African-American Arts + Culture.

Every stage of the process is overseen by the division: consultants and contractors perform the design and construction of the buildings, and the division's project managers ensure that projects are properly managed, completed on time and within budget and meet various council-adopted policies.
