The Engineering Services division provides planning, design, and project management services to the city and is tasked with the implementation of infrastructure programs. To achieve this, the division coordinates with city departments, including Planning, Design & Development; CDOT; CATS; Economic Development; Housing & Neighborhood Services; and with external stakeholders, such as private consultants, the public, and NCDOT. The division implements projects identified in the city’s Capital Investment Plan (CIP), with the goal of providing safe transportation choices, improving neighborhoods, supporting economic development, and enriching the lives of residents through infrastructure programs that build our community.

In-House Planning & Design

This program serves as an in-house consultant, providing project planning, design, construction plans, cost estimates, feasibility studies and project management services. The program contributes to projects such as bridge replacement, pedestrian safety, sidewalks, CATS bus stops, congestion mitigation and corridor improvements.

This program oversees projects that address infrastructure opportunities identified in the Comprehensive Neighborhood Improvement Program (CNIP).  Located within specific geographical areas in Charlotte, CNIP projects better connect neighborhoods to major employment, institutional and retail areas through a network of streets, sidewalks, greenways and bike lanes. Projects include intersection improvements, roadway projects, multi-use paths and placemaking opportunities. Projects also improve accessibility to transit and the larger regional street network.

CNIP's Primary Goals

  • Better multi-modal connections between neighborhoods, community assets and major employment, institutional and retail areas 

  • Easy accessibility to transit and the larger regional network of streets

  • Successful public/private partnerships that leverage investments and catalyze changes occurring in neighborhoods

This program delivers essential transportation projects that increase pedestrian safety and street connectivity throughout the city. Projects range from new bridges and roadway widenings to intersection improvements and large-scale sidewalk projects. Many projects in the program receive state and federal funding, which requires specialized knowledge of additional procedures and offsets the amount of city bond funding needed.

This program manages infrastructure improvement projects within transit and innovation corridors throughout the city. Projects improve access to transit, support economic development efforts and provide easier access to academic and cultural destinations. Projects include the city-funded segments of the Cross CharlotteTrail, which will provide an uninterrupted urban pedestrian/biking path across Charlotte. The program also oversees infrastructure improvements made through Applied Innovation Corridor and Northeast Corridor Infrastructure (NECI) projects, which provide broader connections to major community investments and assets such as NoDa (North Davidson Street Area) and transit stations.
